Both jurisdictions are GMA-planning entities subject to HB 1337 (RCW 36.70A.680). Detached garage conversions must be allowed even where they do not meet current setbacks. Impact fees for ADUs are capped at 50% of the principal-unit rate. ADU permit timelines typically run 4–8 weeks after complete submittal; the City of Gig Harbor's smaller volume relative to Tacoma can mean faster turnaround in some cases.
