This is the key jurisdictional fact for Federal Way: every other city in PeakCraft's service area is in Pierce County. Federal Way is not. Building permits here — remodels, additions, new construction, DADUs, and AFH compliance work — go through the City of Federal Way, which is a King County municipality. Pierce County PALS has no jurisdiction here.
Federal Way is a GMA-planning jurisdiction and fully subject to HB 1337 (RCW 36.70A.680). Two ADUs per lot are allowed in the Urban Growth Area. No owner-occupancy requirement applies. ADU floor area cannot be restricted below 1,000 sq ft. Detached garage conversions must be allowed even where the structure does not meet current setbacks. Impact fees for ADUs are capped at 50% of principal-unit rates. DADU permit timelines typically run 4–8 weeks under HB 1337's streamlined-review requirement.
Federal Way's postwar ranch stock is a strong match for AFH conversion.
